
DVSA are further updating the terms and conditions in the service to help stop misuse
To address misuse of the system you use to book and manage driving tests for your pupils DVSA are further clarifying our terms and conditions.
From 1 July 2025, users who have had their online accounts closed for booking violations will no longer be able to swap test bookings through DVSA’s customer service centre.
This follows their January 2025 update that restricted the service to legitimate driving instructors and their employers only, prohibiting:
- booking tests for learners you do not teach
- creating ‘placeholder’ bookings to swap later
These measures ensure driving tests are fairly available to those who genuinely need them.
You must accept the updated terms and conditions through your account to continue using the service from 1 July.
Consultation on improving car test booking rules
The changes to service’s terms and conditions are not connected to DVSA’s consultation on improving car driving test bookings rules, which closes on 23 July 2025.
